Other public camping
Ok, so you will have to load up and trailer out to these campgrounds.  I am listing only those that are reasonably close to the dunes.  There are many other nice places in the area besides these but they are further away from the dunes.

Windy Cove Campground. (541)-271-4138.  This is a county park with 24 full hook up sites and 4 other sites with electric service only.  It is located on the south side of Salmon Harbor Drive, across from the Winchester Bay marina.  Facilities include rest rooms with flush toilets, picnic tables, grass and paved site pads.  No reservations.  It is legal to drive your sandrail from this campground directly to the dunes but it is a couple of miles on the pavement. 

Umpqua Lighthouse State Park.  This is on the hill above the dunes.  You will need to trailer back and forth to the dunes.  I am not sure of the size of the camp spaces, call ahead if you are in a long rig.  Features include 22 full hook up sites, 42 tent sites, cabins/yurts, a freshwater lake with fishing, boating (no motors?) and swimming, and hiking trails.  The nearby lighthouse is operational and worth visiting.  Great view from the lighthouse.  Reservation line: 1-800-452-5687.

Marina RV Resort. (541)-271-0287.  This is new, up-scale RV park run by the Salmon Harbor Marina, designed primarily for motor homes.  There is not much room for trailers in the camp area.  Facilities include 56 full hook up sites, laundry, TV cable, waterfront view/fishing.

Salmon Harbor Marina & RV. (541)-271-3407.  370 spots to park overnight on the pavement with showers,  RV dump and all the things you would expect in a marina.  Deep sea charters, 700 boat slips and a boat launch.  No hookups, no tents.  Fresh fish, oysters, pizza / beer are nearby.  There is room for the longest combined vehicle lengths. You will need to trailer back and forth to the dunes.  This is where many sandrail'ers stay.  There is always room for more and no reservations are needed. The furthest out rest room has the coin operated showers.  
Private campgrounds
Discovery Point Resort.  (541)-271-3443.  49 full hookups( 13 are pull-thru), TV cable, 6 cabins, some tent sites, laundry, convenience store, direct 24 hour access to the dunes and ATV rentals.  Quiet hours are 10:00 PM to 7:00 AM .  The cabins are fully furnished and sleep up to 6 people. Reservations are highly recommended.  RV sites are mostly $18 , cabins range from $68 to $98.   If planning ahead and making reservations fit your style, this is the place to stay.  
Other
There are many souvenir and gift shops, fish markets, restaurants and motels in the Winchester Bay community.  There is a great July 4th fireworks show right at the marina.  If you are camped there, you get a front row seat.

In contrast to Coos Bay and Florence, the Winchester Bay community welcomes the ATV and sandrail enthusiasts.  The community sponsors an annual Dunefest in August and the Kool Coastal nights rod and custom show.  The off-highway visitors visit often and spend money.
